The heavy militarization, selective polling in safer urban wards, and the exclusion of conflict-affected townships further undermine any claim of credibility. Min Aung Hlaing’s choreographed visit and dismissal of international criticism only reinforce the perception that the process was about optics, not legitimacy. Overall, Phase 3 in Mandalay reflects an election used as a control mechanism and propaganda tool, not a genuine expression of political will—one that is unlikely to stabilize the country or gain meaningful domestic or international acceptance.
