Even when materials do surface, they are deliberately obscure and difficult to comprehend. In this report, Data for Myanmar has gathered fragmented information about the 2025 election and analyzed the troubling circumstances surrounding this election plan.
The first section examines the factors driving the junta to proceed with this sham election. The second part highlights the regime's strategic rewriting of election laws and how these manipulated regulations will be wielded to ensure predetermined outcomes.
The third section pieces together what little is known about how the 2025 election will supposedly unfold. Despite the regime's opacity, the report compiled available details about scheduling, the limited townships involved, the gerrymandered constituency boundaries for different parliamentary houses, restrictions on candidate numbers per constituency, and the political parties participating. This information is presented through maps and data visualizations to cut through the junta's deliberate complications.
The fourth part addresses critical questions arising from the regime's electoral secrecy. It examines which of the remaining 72 townships might see voting, the impossibility of legitimate elections amid ongoing military conflicts, and why many citizens show justified disinterest in this sham election. It also analyzes how changes to the election system and proportional representation serve the junta's interests, and how state-controlled media coverage serves propaganda purposes rather than informing the public.
The final section outlines possible scenarios—none of which involve a genuine transfer of power or democratic accountability—revealing how this "election" serves only to legitimize continued military rule.
